Human Resources

What We Do

The Human Resources Department provides a full range of human resource functions in support of all activities of New Horizons CSB.  These services include:

Recruitment and Selection

Human Resources staff announce vacant positions through postings at all program sites, and telephone job line.  Recruitment efforts may also include newspaper advertisements, and contacts with employment agencies.  Human Resources staff members assist in developing structured interview processes, conduct reference and background checks, and ensure verification of licenses.  For positions requiring a criminal history and drug screening, employment is subject to satisfactory results.  Human resources staff verify that all new employees who will drive a New Horizons vehicle have a valid drivers license and a current Motor Vehicle Report (MVR).

Classification and Compensation

New Horizons CSB continues to utilize the Georgia Merit System Rules as a reference point for personnel policies.  Positions are established and compensated within that framework.

Benefits Administration

Flexible Benefits, health insurance, deferred compensation and a full range of employee benefits are provided in coordination with the Georgia Merit System.

Performance Monitoring

The Georgia Gain performance management system is used to monitor individual performance.  For each employee, job expectations are established, and the level of attainment is evaluated each year.  Evaluation ratings are monitored by the Human Resources staff and employees are granted variable pay raises based on these ratings, and the actions of the State Legislature.

Employee Relations

Human Resources staff provide guidance and consultation to employees and supervisors regarding a wide range of personnel policies and procedures, including disciplinary actions and new grievances procedures.  HR staff members provide the initial orientation to new employees, and continue to be available to assist employees with concerns ranging from direct deposit, family leave issues, to retirement.
